A concealed carry bill was introduced in Springfield yesterday. State Representative Brandon Phelps is behind the proposal, which seeks to allow people to carry loaded or unloaded guns in their vehicles. They would not be allowed to carry in courthouses, schools, casinos, college campuses, college or professional sports arenas, mental health facilities, or public libraries. Anyone seeking a permit to carry would have to be 21-years old, have a valid FOID card, and have certified firearm's training. Whether this will be the final bill or not, lawmakers have about five more month to get a concealed carry law on the books.
