Quinn and House Speaker Michael Madigan are aligned in favor of Madigan's stronger measure, but Senate President John Cullerton remains opposed, claiming that bill would be rejected by the courts. Quinn has called a special legislative session for next week, but without agreement between Cullerton and Madigan, that effort appears doomed to failure. Madigan and Cullerton are resisting a conference committee and will try again to pass Madigan's plan.
