ComEd wants to raise electric bills by about five-dollars next year. The utility company says the 311-million-dollars generated by the increase would be used to help pay for higher delivery costs and for expenses incurred to modernize the electrical grid. The Illinois Commerce Commission has to approve the rate hike.
