President Obama made a brief stop in Chicago Friday to wrap up his post-State of the Union speech tour. At Hyde Park Academy, the President discussed establishing what he called Promise Zones, areas where federal programs will be concentrated to attract private investment, improve education and create jobs. He said the plan could include special Justice Department money aimed at reducing violent crimes. He also proposed funding for summer and year-round jobs for young people in poor neighborhoods.
