A former Rockford city official has pleaded not guilty to charges of corruption. Mark Bixby was a director at the city's energy department. He's accused of defrauding a heating contractor and a window contractor out of more than 53-grand between 2006 and 2010. He's charged with two counts each of mail fraud, bribery, and extortion, and one count of lying to the FBI.
