Two Rochelle people were arrested on DeKalb Warrants Monday afternoon in Rochelle. 33 year old Melissa Smith and 29 year old James Clucas both of Rochelle were picked up on charges of Possession of a Controlled Substance and Manufacturing and Delivery of a Controlled Substance. Both were taken to the DeKalb County Jail. The Rochelle Police Department assisted the DeKalb Police Department.
