Illinois House Speaker Michael Madigan says the House is working on a budget, but he's looking for input from Governor Rauner. Madigan says he'd like Rauner to be part the budget talks, at least when it comes to revenue.
Madigan says Rauner is hard to bargain with because he consistently moves the goal posts. House budget negotiator Greg Harris says Democrats are reviewing proposals from the Senate and from Republicans, and says he's confident they'll reach a deal before the end of the month because the cost to the state of not reaching an agreement is too high to bear.
