Senate President John Cullerton is challenging Governor Rauner to produce his own balanced budget plan this week, so the public can compare it with the bipartisan Senate plan. Cullerton asked a rhetorical question at a City Club of Chicago luncheon today, "If not this plan, then what? If not now then when?"
Cullerton says the Senate budget is balanced and contains both new revenues and cost-cutting reforms. He said waiting until the next election isn't an option, since people needing public services are already suffering the state's backlog of unpaid bills is only growing.
