There are winners and losers in Governor Rauner's school funding plan unveiled yesterday.
His office says overall spending for kindergarten through high school will rise a hundred-20-million-dollars, but some schools will actually lose money compared with last year's state aid if they have fewer students, fewer poor students or an increase in property values. Rauner's plan will compete with a Democrat plan to overhaul the funding formula to direct more money to less wealthy districts.
