President Obama will return next month to the city where he formally announced his bid for the presidency nine years ago to deliver an address to the Illinois General Assembly. In the Capitol where Obama served as a state senator, the White House says he'll speak about "what we can do together to build a better politics."
His visit February 10th will come as lawmakers and Governor Rauner continue to grapple in a stalemate that has left the state without a budget since last summer.
