Governor Bruce Rauner's budget office is painting a grim picture for the next three years. In its annual three-year forecast, the Governor's Office of Management and Budget projects a four-point-six-billion-dollar deficit with nine-billion-dollars in backlogged bills by the end of this fiscal year.
By the 2019 fiscal year, the forecast calls for a five-billion-dollar deficit and 25-billion-dollars in unpaid bills. The projection assumes there will be no increase in state tax rates.
