It looks like Illinois could enter 2016 without approving a spending plan. The state's highest officials came together for a third special meeting yesterday without resolving the budget crisis.
Those in attendance included Governor Rauner and Senate President John Cullerton. House Speaker Micheal Madigan was a no show because of a scheduling conflict.
