Garbage rate scheduled to go up in Hillcrest

For the first time in 28 years, residents in Hillcrest will see an increase on the garbage bill they receive each month.

The village's board looked over the draft of a 7-year contract last night from Northern Illinois Disposal who was recently bought by Waste Connections Incorporated. Trustee Dave Long said that there will be a sharp increase in service each month starting in March of 2016.

Long said that the monthly rate will first go up by around 4 dollars a month. After the 1st year, the increase will be 1 dollar a month each year during the next 3 years of the contract. In the final 3 years of the agreement, the monthly rate will depend on the Consumer Price Index.

Curbside recycling will also be part of the agreement with 32 gallon containers at each home. The recycling container at Village Hall will be removed.

Village officials expect to approve the agreement during their January meeting. The last garabge rate increase in Hillcrest was in 1987.

In a 3-2 vote last night, the board plans to move forward with applying for an Illinois EPA loan for additional sanitary sewer work in Hillcrest. Voting in favor of the proposal were Trustees Rich Elliott, Dave Long, and Jeanie Sparacino. Trustees Tim Ball and Randy Salsbury voted against the project while Jason Fore was absent from the meeting.

The interest on the EPA loan would be 1.8 percent. The costs to file the application and other work will be around $20,000.

The sanitary sewer project will be done on River and Wayne Roads along with Roy and Linda Avenues as they move towards Powers Road. Estimated cost for the work is 1.9 million dollars.

Bids are scheduled to go out in May with construction to begin next fall.

Sanitary sewer work continues on River Road and Ramona Avenue for the next 2 weeks before cold weather sets in. The main line work should be completed during this time.

Village officials met for a half hour in executive session to talk about personnel. No action was taken.
