Finance committee chairman Greg Sparrow of Rochelle said that the county has a structural deficit. They plan to have a hiring freeze for 5 years and not rehire when an employye retires. 12 workers plan to retire in the future.

The county currently has 210 employees. No layoffs are expected in the future.
