The quality of Illinois's finances are being placed dead last in the country. Research done for the Mercatus Center at George Mason University ranked Illinois 50th place for its fiscal health in 2013.
The state received low grades in a number of areas including unfunded pension liability and the amount of cash to pay for short-term obligations.
