Illinois congressmen are proposing a new bill to reform the process the Federal Emergency Management Agency uses to declare disasters. FEMA's formula is population-based, meaning Illinois might not get the same aid neighboring states get when a disaster strikes. Several Illinois towns that have been recently affected by tornadoes have not gotten FEMA assistance. Previous versions of the Fairness in Federal Disaster Declarations Act have failed, but officials believe this version will pass.
