Attorney General Lisa Madigan wants voters to decide who'll replace the late comptroller Judy Baar Topinka. She says the constitution gives Governor Quinn the right to put someone in the post until January 12th. Bruce Rauner will appoint someone after that. He's hoping to let someone keep the job for a full, four-year-term but Madigan advises against that. She says voters should choose Topinka's replacement during a special election in 2016.
