Illinois Commerce Department officials say a Rockford community center has misused grant money given to them in 2011. The Booker Washington Center owes the state 200-thousand dollars of grant funds that were supposed to be used for building improvements, but was used for payroll instead. The center faces more financial woes. It has a mortgage debt of 150-thousand dollars and owes vendors 88-thousand dollars.
